The electric power system operation ticket is an effective security measure to prevent misuse in China's electric power system operation and management. In recent years, the intelligence of power dispatching ticket generation system is improved a lot through the effort of scientists. By using this system, the security of the power net is enhanced, and the working stress of the staff is lightened. But there are still some limitations. First, the system is not universal enough. This is because the marketable development of the power automation system, the different economy status of various areas and the difference in operation instruction. Second, the system is not independent enough. Because the different host system in use, the structure of real-time data has lots of difference. So some time we can't use the real-time data. Third, the system is not flexible enough. The power net is complex very much, and the run mode is various, so the single rule can't match the demand.To solve these problems, this paper based on the Multi-Agent System theory, the Expert System theory, the Object Oriented Programming technology and the Database Management System knowledge. The research object is the power net in Xinmi, Henan province.Though the rational modularization, the system has vivid function structure, includes the system management module,the data interface module,the graphics management module,the database management module,the tickets generation module.A Multi-Agent System module is constructed, focus on the Multi-Agent collaboration between the control strategy and communications coordination mechanism. The performance of the whole system is enhanced, while the flexibility is improved.Establish a flexible, independent, universal rules to describe operational knowledge by the use of production law definition of "rules-rules body" hierarchical structure; Based on this general rule designed inference algorithm, make inference engine to track network operating mode changes.Using the Client/System structure, realize the communication with the Supervisory Control And Data Acquisition system and Manage Information System. The independence of the system is ensured, while these systems are integrated, make the system more universal.
