With complex network applications, people have high demand to obtain the data fleetly and exactly. However, the performance of network has been affected by many factors, such as network architecture, processing speed of network equipment and available bandwidth for links. And the network congestion could be occurred by these situations. At this time, few network nodes often bring the network performance to longer network delay, and the packets cannot enter the destination because of the whole network performance delay. Therefore, the control of network congestion is of great practical significance.AIMD algorithm is one of the most common algorithms which control the network congestion. AIMD algorithm can adjust the number of transmission packets timely in congestion network. And at the same time, AIMD algorithm cannot adjust the changes of network system frequently, and that may bring the network instability. However, when the phenomenon of network congestion could be occurred, AIMD algorithm can bring a problem that a great number of packets can be send in one-time and the large number of packets must be retransmission. In this paper, we improve the AIMD algorithm, and the new network congestion control algorithm based on transmission time interval. This new algorithm distributes the sending time of the packets in average time, which can be controlled the problem about a great number of packets can be send in one-time. And at the same time, this new algorithm design a send strategy about the packets, which avoid the problem about the large number of packets retransmitted.In theory, this new algorithm can match some numerical value and ameliorate the congestion state. And at the same time, this algorithm have a preferably result in the test.
