With the rapid development of information society, enterprises and government increasingly rely on the information resources, and different functions and forms of resource management platforms come up one after another. It is indispensable to use information about organizations, people and goods in these information systems, which typically includes user authentication, people, use of relevant goods, the subjects of assignments and missions, etc. These resources (organizations, people, goods directory information, classified information) have different requirements for different application, which may be a subset of resources or may be used according to different hierarchy and structure. However, the current information system is largely independently established resource format using single encoding mode. Due to different establishing time and different requirements for using resources, it has two problems: one is each system must build a set of resource format including maintenance tools, which increases unnecessary repetitive work; and the other is that it is difficult to ensure consistency in resource maintenance. Therefore, it is essential for the establishment and development of the information system of the entire enterprise to establish a unified management platform inside the enterprise.Based on the responsibility model of Martin Folwer's analysis pattern, this article proposes to build models according to the responsibility relationship among resources, with a detailed analysis of Uniform Resource Access Control (URAC), Resources Circulation Control (RCC) and other application models. The article provides solution ideas using the responsibility model thinking and achieves the function mode and structure design of processing using JSF + Spring + Hibernate software development.The main work of the article is firstly, the article lays an analysis to Uniform Resource Access Control and Resources Circulation Control from the point of application based on the responsibility model thinking, and sets up different responsibility rules and provides new responsibility model according to different applications. Secondly, The article proposes overall framework design of the platform in the software design, which makes a description to business dealing process of all tiers in accordance with presentation tier, business logic tier and data access tier of the three-tier structure and makes an analysis to the process of overall framework. Lastly, The article lays a key analysis to the realization of the platform from presentation tier, business logic tier and data access tier and gives detailed realization methods and algorithm description for the all-tier realization using the example of responsibility type in the realization process of the software.
