Modern cities appear various alarming cases, which lead public security and public service to be an important task for departments. With the development of science and the popularity of the network, the way of the public call the police for help has been changed. When some danger or emergency appears, in the specificity and urgency of the circumstance , people look forward to use a relatively safe alarming way to report to the police departments for assistance, and in these situations the departments need to make the rapid decision by the emergency command system, so that the endanger of the cases turns to be smallest. Those ensure the great extent safety to the community.Website alarming system is a platform that provides the public a safe alarming mode. It provides an effective alarming method to the people who has language,hearing impairment or in special circumstances and inconveniently.This paper first analyzes research status of the website alarming system at home and abroad, and represents the purpose and significance on building the website alarming system. Secondly, introduces the related concepts of data mining and classification algorithm, focusing on the eager learning and lazy learning. Further, researches and analyzes the overall situation of website alarming system and the construction. Based on those, research work can be divided into two major parts. The first part is the website alarming system. According to the modules of the system architecture, designs and implements the website alarming system, including the alarming page, Web servers and database, websites scheduling and access software, as well as a pre-disposal client, and studies deeply in scheduling algorithm of the access and scheduling software. In the second part, analyzes the application of classification algorithm in the website alarming system, and in view of the actual situation of system proposes some improvements to the classification algorithm, achieving a method of filling the missing data and dispersing the numerical attribute.
