During the period of "11th Five-Year Plan" as the railway business is strongly supported and developed by the country, the railway transportation business in China has entered a golden period of rapid growth in the volume of business. At the same time, the business volume of the supporting railway private communication has also increased rapidly. The existing statistics system of railway communication in the e-governance of liquidation business has played a positive role, but there are problems such as data entry role confusion, poor scalability, low security and so on. Therefore, efficient, accurate and safe management of railway bureau resource occupancy and the achievement of the railway communication business liquidation becomes a practical problem needing an urgent solution.In this background through the detailed analysis of the functional responsibilities of Tietong railway communication business departments, this paper examines the actual business processes, identifies the specific system requirements, finally puts forward a web-based system solution combing with the technologies of software architecture, .NET Framework, XML and database to achieve unified management of railway communication business for Tietong departments. The system uses sophisticated ASP.NET development framework, runs on Internet-based IPSec VPN in the company, and uses multi-user role-based access mechanism to ensure the security and scalability of the system at the level of hardware and software.In this paper, the system architecture is detailedly planned and designed, divided into four modules of system management, expenses management, liquidation management and resources occupancy management according to the functions, the logical links between which actually reflects the business process of the railway communication departments in Tietong Company. And it uses workflow and Petri net theory to model the key processes of the liquidation, and detailedly designs and describes the database tables required by each module. After the completion of the design of the whole system, this paper achieves a number of key technologies, such as system structure, user login, roles and authorities, data checking, statistics and so on, allowing the users to submit and enter business data in many ways, using XML technology for data backup and recovery. In particular, the flow and specific code of SSO are given.The system which takes full advantage of modern computer and communication technology manages the information of railway communication resource occupancy effectively and safely, calculates the liquidation income automatically, and generates customized statistical reports, improving the work efficiency and establishing a good platform for communication and information exchange for the railway communication business departments.The research solution in this paper is accepted in the project of "Railway Business Liquidation System Expansion and Scheduling Command Platform Research", meeting the project needs Tietong proposed.
