This paper studies infrared radiation scattering characteristics of the target in the sea and sky background. Modtran 4.0 is applied for the calculation of transmission characteristics for visible and infrared waves within the variations of surfaces, season, cloud thickness, time, height and receiving angle. With the use of Cox-Munk model and shadowing function, the relation between sea surface reflectivity and incidence angle, reflectivity angle and wind speed is discussed as well as the relation of emissivity to incidence angle and wind speed. Based on the BRDF model, the change of incidence angle of sea surface is calculated. The sea surface radiation is computed by the Modtran and the correlated model is established. The total sea surface background radiation obtained by radiation theory is compared with the Modtran result. Integrated the rough surface light scattering theory and optimized sky-ground background model, the distribution of light scattering intensity by targets located in complex background is derived. And the light scattering intensity by targets with different distance from the sea surface is respectively estimated.
