Underground pipeline network is an important urban infrastructure. Conventional 2D GIS system has limitations in processing three-dimensional data, expressing multiple types data and complex topology. In order to overcome these limitations in 2D GIS, assistant pipeline designing and share data with other systems, the following aspects are focused on in this dissertation.(1) The underground pipeline network is unbalanced distributed and its topology is complex. So, based on analysis of users'needs, a 3D underground pipeline network database system using client/server model was designed and implemented. The database stores both the vector data and attribute data in the regional way using relational tables.(2) Meanwhile, in order to share data with other systems, the dissertation focused on the analysis of the data model and data structure of SICAD/open. The methods and procedures of the way to analyze SQD file format were given. The new pipeline which is designed with AutoCAD was carried on a detailed analysis. In addition, the interface of analyzing the DXF file format was given, which is a better way to address the multi-source data integration problems.(3) Finally the dissertation described the system architecture, implementation process and some important modules. In the process of database development, through in-depth analysis of needs, from conceptual design to the logic design, physical design, using Oracle database management system, a three-dimensional pipeline network database was established. As to data flow, Specification and the steps were described in detail in SQD and DXF two function modules, to ensure data integrity and accuracy.
