The supervision and audit is the core of our country's grain reserve management, but because of the drawbacks of our grain reserve's management system, and several other reasons which cause the supervision and audit unable to control competently, leading to many illegal affairs, such as empty storage, falsely reporting for more subsidy, changing the good by the inferior and so on, piling up one after another. These irregularities result in huge economy loss for our nation, which badly influence our national macroscopically adjustment.This text takes the provincial grain reserve's supervision and audit for background, and the bag grain such a typical storage method as research object. It sums up the essential reasons which led to these irregularities, through analyzing the system of our grain reserve supervision and audit. Then aiming at the drawbacks, and the laggard situation of audit tool, the article put forward a new principle for supervision and audit, including the intelligent detection, the whole distance supervision, intelligent audit, evidence subsistence and subsidizing actually, based on the innovation of calculating tools and the IT technique applications. Base on these, a bag grain intelligent supervision and audit system is designed.In the article, aiming at the core difficulty, which the bag grain intelligent supervision and audit faced to, It put forward a brand-new quantitative method based on image recognition. This method combined with general video surveillance system. It is mainly by use of Digital Image Processing technique to image sample collected from the scene of grain warehouse, in order to reduce the noise and make the object's characteristics highlighter. Then make use of the region growing technology to the each closed pixel district of the picture, so as to carry on the pixel clustering and image segmentation. At last, according to the value of corresponding elliptic parameter, such as long-axis and short-axis of each closed area to distinguish the grain bag and other valid background, and make the classification of the surface each grain bag belonged to come true by the value of its eccentricity, so as to achieve the automatic identification of grain's weight.At the end the article, a bag grain intelligent supervision and audit system which based on single-head dynamic image recognition technology is designed. The system composed of the video surveillance platform, bag grain quantity automatic recognition system, video image stream, recognition date database management systems and intelligent audit system. It adopt the intelligent new quantitative method combined with video surveillance, making the remote automatic supervision and audit of bag grain come true, including the management of corresponding evidence. The system is easy to use, but high reliability. It is proved that the system's recognition error is below three percent, accordance with quantitative standard but low cost.
