Being a product when higher education develops to a certain stage, credit system is a teaching administration system which applies credit as a measurement unit to evaluate students'academic performance. The implementation of the credit system is an important measure of higher education reform. However, a credit system education mode specific to China should be constructed in accordance with the actual situation of Chinese higher education instead of imitating indiscriminately the experience of foreign countries.With the rapid development of computer technology as well as the gradual advancement of the reform of higher education system, the methods, means and working efficiency of the traditional academic affairs administration system cannot satisfy the demands of new development or accomplish the teaching administration work effectively. Applying advanced information technology and adopting multifunctional comprehensive academic affairs administration information system are favorable measures to be taken to deepen the reform of educational administration structure. Through academic affairs a dministration system, credit system such as autonomous course selection can be really carried out.The increasing importance of academic affairs administration system leads to another problem. The current uniform academic affairs administration system cannot resist many unexpected hazards in addition to people's heavy dependence on the one-point characteristic of the academic affairs administration system. If the academic affairs administration system goes wrong, the faculty members and students will find the problem in a short time. However, the time of fault diagnosis and restoration cannot be estimated exactly, which is most likely to cause a long interruption of teaching operation. As a result, the problem of improving the availability of the system is urgent to be solved.Making reference to the high availability feature of cluster and analyzing the definition formula of availability, the paper first puts forward two approaches to enhance the system availability, one of which is to improve the reliability of the system and the other is to reduce the time of solving the fault. Then, after a brief introduction of the Tsanghao academic affairs administration system which has been put into use in Liaoning Normal University since 2005, combined with system structures, the paper also presents the general structure frame and concrete module design of Tsanghao academic affairs administration system on the basis of the above two approaches. By applying automatic deployment based on PXE, the initialization time of double servers system is reduced. By using Heartbeat, the reliability of the system is improved. By utilizing the characteristic of data restoration based on transaction log in Oracle, the restoration time is shortened. The structure frame of fault tolerance with double units of Tsanghao academic affairs administration system has been finally realized and tests have proved that after the transformation, the availability of the system has been improved greatly.
