With the development of the ocean shipping of our country, in order to improve port vessel traffic order, reduce vessel traffic accidents and promote the modernization of port safety supervision and management, many major ports are constructing vessel traffic management (VTS) systems which use advanced radar systems, traffic-information display systems, ship-to-shore communication systems and network platforms to generate integrated application systems. But these VTS systems have a common problem: the cooperation between the vessel movement management system and the radar information system is not perfect. The ship events can't be recorded full-automatically and the dynamic information of vessels can't be real-time displayed, which make the vessel traffic management and the search and rescue inefficient.For the above problems, this thesis has studied the relevant technologies and applied these technologies to the development of the vessel movement management system. Firstly, it studied the advanced data push technology—Pushlet technology, discussed how to apply the Pushlet technology to the cooperation between the vessel movement management system and the radar information system, introduced the implementation procedure of the cooperation between servers and the cooperation between clients , realized the direct call between heterogeneous systems. It also discussed how to use the Pushlet technology in displaying vessel dynamic information to achieve pushing information from the server to the clients. Secondly, this thesis studied the data cache technology, discussed how to apply it in displaying vessel dynamic information and introduced the implement procedure after using data cache.The vessel movement management system adopting the technologies studied in this thesis has been applied in some vessel traffic control centers, such as Dalian, Qinhuangdao and so on. It has been proved that the new vessel movement management not only perfects the cooperation with the radar information system, shortens the time that clients receive vessel dynamic information, improves the real-time ability, but also enhances the efficiency of vessel traffic control and the search and rescue command, heightens the level of port traffic control and makes very good social benefits.
