In 1976, Swedish made a proposal to IMO: such an international system should be set up, through which the narrow-band direct-printing can be utilized to send and receive marine safety information automatically. This is the origin of NAVTEX system, as we know now.Since February 1, 1999, NAVTEX system, which plays a critical role that ensures the safety of navigation, has been an important component of the Global Maritime Distress and Safety System (GMDSS). There are two types of the system: one, known as the International NAVTEX system, provides maritime safety information in English for ships running in international water; the other one, namely National NAVTEX system, supplies national security information for ships in domestic seas.NAVTEX system provides ships a number of English NAVTEX information. However, such factors as language barrier, the relatively high prices, poor working environment, information display format, high maintenance costs and complex operations, are seriously limiting its application for the ships with the working language being Chinese. Therefore, it will have a significant influence to Chinese shipping industry if we make the full use of available resources of NAVTEX system and do research on input/output of Chinese to NAVTEX system.In this thesis, detailed instructions are given to English and Chinese NAVTEX information technology standards, coding and decoding structure, as well as English and Chinese NAVTEX technical requirements. The simulation is implemented with ADS development environment, NAVTEX master tache with C Programming Language, and NAVTEX receiver withμC/OS-II system for the ARM720T core on the LH79525 chip. By NAVTEX receiver antenna connection, we can obtain the results that the receiver can receive and decode the information accurately.
