With the quick increase of economy, the amount of vehicle becomes larger and larger, how to make improvement on the status of traffic becomes the focus that the international governments and the departments pay attention to. As a result, the technology of ITS developed quickly. Every country has devoted great energy to study it. On account of the virtue of ITS based on video, it becomes the hotspot of studying. The technology of vehicle detection is the foundation of ITS based on video. It plays a great role on traffic surveillance and controlling, and has great impact on work after them directly.First of all, this dissertation briefly describes the development of intelligent transport systems' background, the development of the status quo at home and abroad, as well as the future developing trends and difficulties and summaries the current research problems. Then on the basis of the study of summing up and analyze the existing technical shortcomings, it focuses on the vehicle detection, vehicle tracking and so on.On the side of moving vehicles division, the dissertation, firstly, introduces three typical methods of detecting the movement of objects. According to the background difference ways used in this dissertation, there is a detailed presentation on the establishment of the background and the updated technology. This article, in the context of the establishment of the model, bases on the distribution range of backgrounds to create a statistical model; while in the vehicle division, for the moving objects may be lost, it provides the use of methods to sharpen the edge for strengthening the edge of the vehicle in order to obtain complete information on the movement of vehicles, and at last, to make it come true to achieve the correct splitting of the moving vehicles.In tracking vehicles, this dissertation for each situation of vehicles' over-covers, based on the Mean Shift Algorithm vehicle tracking, issues more in-depth studies. First of all, it deeply analyses the goal tracking technology based on the characteristic matching, making the color as the special character, using Mean Shift Algorithm to realize the vehicle tracking. Such as the shelter problems, with grey prediction model, it predicts the location of the vehicle, which has improved the accurate tracking of the blocked vehicles, and the applicability and the accuracy of this tracking method.
