Video surveillance technology doesn't only conform information industrys' future trend of development, but also is representation of monitor vocations' future trend. It contains huge business opportunity and economic benefit, and gets highly recognition of academia, industrial community and management.This paper mainly discusses the fundamental theories and key technologies of vehicle detection and tracking for Intelligent Video Surveillance. The following topics are researched in details, such as detection and extraction of vehicle with static background, the image segmentation measurement, tracking of moving objects and so on.Concerning the vehicle with static background, introduced algorithms and theory of Temporal Differential method and Background Subtraction method. And these methods are compared with each other through experimental results. Then an algorithm is improved based on Temporal Differential method and Background Subtraction method. The experimental results show that the improved scheme can satisfy the need of system to vast extent and improve the accuracy of detected result.About image segmentation, the classification to the image segmentation method and the study of the traditional image segmentation methods were carried out. An image segmentation algorithm is improved based on LOG operator.About the vehicle tracking methods, this article pointed out that the target predictions is the essential technology to fast and stable objective tracking. Several kinds of target predictions technology has been studied to shrink the vehicle matching zone and enhance the vehicle tracking speed. Then we detected and tracked vehicle with the result of region grow segmentation algorithm.
