During the modern civilization progress, urban development is confined and restrained by the non-renewable land resources, and the situation is more and more obvious nowadays. Land idle issue becomes the bottle-neck problem, need counter measures to relief the short supply contradiction urgently and immediately. In this paper, take Hangzhou City for an example, look up idle land data of Hangzhou over the recent years companying together with sorting, and make the classification. Taking the advantage of geographic information system (GIS), spatial data mining (SDM) high-tech, author carries out experiments of SDM prototype system study for the idle land utilization. Once completed, the system is expected to explain the idle phenomenon, find out the key issues, and generate deductions and viewpoints for the principal to make decisions, take measures, and use for reference.This paper exchange the habitual way of economic and law theory research, resorting to technology, use GIS, SDM methods, design and perform the SDM prototype system, so as to observe land idle phenomenon and carry out land reuse analysis. SDM mining and collecting subsystem is devoted to functions design and completion, such as idle land browse and overview function, factors analysis function, degree of influence analysis and appraisement function. Region, facility, economy, society factors are endowed with weight, sum up weighted scores for utilization degree calculation, analyze and compare the differences of various land blocks. Eventually, appraise and rank the priorities of idle land reuse.Based on field survey and customers' effective needs analysis, the dissertation makes use of Decision Tree Algorithm, selects factors which have strong influence on idle land occurrence and reuse, founds an influence factor appraisement system. By example and case evidences, the system can explain the land idle phenomenon, and analyze idle land reuse progress reasonably and scientifically. Compared to previous research, the conclusions system induced contain more spatial information and counter measures, strengthen possibilities and practicability of recommended measures. Also, due to the paper limited to attempt and quest, system frame is rough, and functions is simple and crude, many aspects need further research and more improvement.
