The paper begins with the lodging of "er mu hou she" and "lookout" and journalistic practices of both Liang and Pulitzer,then reviews the evolvement of the former in China including the "er mu hou she" orientation on news media by CCP. By contrast,combining with the practices of NewYork World, the paper analyses the "lookout "' s influence on successors and it's embodiment in practice in America.The second part starts with the definition of journalistic view,dissects the social control germs of the differences between Chinese and American journalistic views, then proceeds with the discrimination of the literal meaning of "er mu hou she" and "lookout",puts forward five aspects of differences on journalistic views in terms of the embodiment both in hisory and at present of the two sayings: "give priority to positive report" and "muckraking", "supervison by public opinion" and "watchdog", "party character" and "objectivity",responsibility and freedom,vocationalization and professionalism.The paper finally concludes that, within the view of "er mu hou she" and "lookout",the five differences of Chinese and American journalistic views can be summed up to one point: Chinese journalistic view is more political, more planned and and more instrument-rational, while American journalistic view is more independent,more natural and more value-rational.
