With the rapid multi-functionalization and refreshment of modern cellphone, it has been a new barrier for an increasing population who admire but can't use its practical and attractive functions. Therefore this situation makes it a must to design a new search engine which may help the users themselves to search its functions freely and use it easily. In this paper, a fresh idea is put forward that a search engine should be enbedded in the cellphone to understand the user's semanteme information. The design and implement of this new search engine is mainly discussed in the paper after the analysis of related knowledge on information searching methods. This engine may accomplish sementeme search in a simple degree by means of concept matching. Dictionary distinguishing method is applied for the user's input, that is, natural language process. So indexing dictionary and program dictionary as well as the like are detailedly designed. Due to the cellphone's ordinary short coming of the limited memory, dictionary data are stored in the form of text and logically related dictionaries are stored after properly combined. Data are stored by the least unit of 4 bits, so as to guarantee a fast data-reading speed. Also, precision and recall ration can be greatly improved because, on one hand, the positioning information may indicate the importance of the indexes, and on the other hand, criterions are combined. This design may be a real short-cut to the users' convenience and satisfaction, and this idea may also be expanded to the other human-friendly household electric facilities and information equipment. At present, user's demand can only be keyed. So pronunciation input method will be further studied in the coming part of this paper.
