A Free-Trade-Port-Area or called bonded port zone is being widely used in the international trade, and its operation mode is similar to that of free trade zone. In China, Free-Trade-Port-Area is still in the fledging stage. Due to the demand of customs supervision, customs checkposts are set on the road network in FTPA to implement supervision.The checkpost area includes the lanes, road and intersection nearby, and the logistics and traffic operation in the area are relatively complex. At the same time, the check efficiency in customs checkpost will affect the traffic in FTPA greatly, further to affect the running efficiency of whole FTPA. So, our research focused on the simulation modeling and resourse configuration optimization in customs checkpost area.For modeling customs checkpost area on free trade port area, a discrete event simulation model was built by the analysis on queuing network, characteristics of customs supervision and traffic flow. To meet the demands of reconfiguration modeling, control rules were extracted by the analysis on vehicle controlling process in server choosing and queuing process. And a service-oriented entity control model was presented which can adapt to the changes with resources combination in real time. Then, a solution for entity controlling was proposed and developed with Arena simulation environment. Finally, the effect of the proposed method is verified with simulation experiment.For optimizing the configuration of customs checkposts for the customs supervision on the free trade port area (FTPA), a fuzzy simulation optimization method for the optimal configuration of checkposts is proposed. At the first, a discrete event simulation model based on queuing theory was built through the analysis of logistics operation and traffic flow in FTPA. And a mathematical programming model was established for minimum operation cycle time and feasible utilization of the checkposts. With the fuzzy decision theory, the degree of satisfaction with solutions and importance weight for objectives were adopted to transferring the multiple-objective optimization problem into a process searching for a Bellman-Zadeh optimal solution. Then, the simulation optimization method combined heuristic algorithm was designed to solve this problem. Finally, an actual case study was illustrated to verify the proposed method. The results have shown that the optimal solution can reduce redundancy in checkpost lanes in effect. Most commercial simulation software have integrated simulation tool. As the simulation software widely used, it pushes forward the development of simulation optimization greatly. But the simulation tool usually good at generality. At the same time, it always short for flexibility, and can't design for a special problem. So, in the end, the research focused on the interoperation between Arena and heuristics algorithms, to improve the suitability and flexibility of optimization based on commercial simulation software. By analyze the run flow of Arena model and heuristics algorithms, a solution calling the Arena MFC type library on the platform VC++.Net 2005 is proposed. At the last, the method is carried out with a simulation model based queuing network to verify the validity of proposed solution.
