Under the promoting peace and development,there are many new features in the terrorism and anti-terrorism in human-socity. The weapon of anti-terrorism is not fit for the need of modern war. We should plan to face the anti-terrorism early and discover the potential of weapon that we've owned now. In order to satisfy the needs of fight nowadays,we should research the advanced equipment. Counter-terrorism Radar (CTR) is a new concept system in accordance with the needs. CTR,which can detect the suspicious objects without intrusion and surveil the moving targets inside the building or blindage,can be widely used for urban-warfare, counter-terrorism and hostage rescue.Based on the requirement of the development of CTR,and as the target to proposing the CTR three dimensional imaging (3-D) algorithm, this paper analysis several ISAR(Inverse Synthetic Aperture Radar algorithm)/SAR(Synthetic Aperture Radar algorithm) such as their imaging quality and velocity. Then the theory and advantage of Chirp-Scaling algorithm. Based on the 3-D imaging algorithm,the improved super resolution IRELAX is established, Linear-chirp-stepped-frequency signal model oriented. Through simulation, motion compensation of the 3-D radar imaging technigue is introduced.The proposed algorithm simulation results are given.
