With the popularity of digital video technology, the rapid development of computer technology, as well as the improvement of people's living standard, video surveillance has been penetrated in many aspects of social life, and have been developed from the simply function of safety monitoring into an intelligent video surveillance system: automatic tracking, information analysis, multi-function remote control, secure transmission, and the intelligent video surveillance system has become the future developing trend. The 21st century is the informatization of the new century, the rapid development of the multimedia image processing technology and network technology provides a powerful technical support for remote video monitoring systems. Remote monitoring systems, based on network, and take advantage of digital video compression, transmission, storage and playback as the core, and use intelligent image analysis, alarm systems, access control system into a platform .The system has led to a video surveillance technical revolution in the industry. Compared with traditional analog video surveillance monitoring, digital video surveillance has unmatched advantages and in accordance with the current digital information society, networking and the development trend of intelligent, was attracted much attention in all industries and society. So the digital video surveillance system is the most significant in the monitoring industry development of our country in the future.This paper describes how to achieve the digital video surveillance system based on the Haikang video capture card. I have been studying the most important technology, such as the video image capture, video compression, network transmission, multicast, as well as digital encryption. The main contents of this paper is as follows: First of all, the introduction of video surveillance stage of development, to resolve the disadvantage of traditional video surveillance and design a digital video surveillance system based on network; to introduce the development of video compression technology and research trends on the status of knowledge on these aspects; to introduce the designing system required by the process of the important technologies, such as video compression coding technology, network transmission technology, encryption algorithm; to described the overall framework of system design and service client, the client functional modules of the detailed design process; the last part of the system platform concluded that video surveillance in the future prospects of the development.At the hardware environment, the system required a variety of cameras, wired or wireless network, a certain number of services, as well as a certain number of host-side client-side host, the hardware elements of the composition of the organic framework of the monitoring network. Starting from the software environment of the system has both client and service modules, the service is placed in the right monitoring point, through various hardware devices and cameras which is set up the connection directly or indirectly, acquired a variety of signals in the initial collection, during a series of set-up and debugging the network. After the initialization function and configuration of network, the server changes these digital information from the digital signal into the stream signal, and utilizes the network to transmit these signal to the client. Client software can be installed on where you want to achieve real-time video surveillance of the host computer and the computer does not require any hardware installation, client installation is only required to establish a connection with the server, set to be connected to the port and channel, we can achieve real-time video preview, capture a series of functions. Server software and client software constitute a discrete organic software system; it realized the online streaming audio and video transmission and real-time video surveillance and other monitoring functions, to achieve the purpose of system design and requirements.Detailed introduction of the article flow is as follows: at the beginning, we introduce the background meanwhile present the background and significance of this subject, and cite the development of video surveillance system to go through some important stages; the second chapter introduces a number of Digital Video Surveillance System of the related technology, coding and compression standards, such as video compression coding technology, H.264 digital video compression standard, detecting moving object technology, data transmission and other communication technologies. Part of the overall design at the system as a whole give a description of the hardware planning, design process description, software-level description of each software module, and their significance in the system at the specific role played. Detailed design and then on the reason why the application of RTP protocol into the system, What the advantages it has, how it is combined with the system at the network transmission system.
