With the rapid development of digital video techniques, many international video compression standards have been issued. Digital video techniques have been used in many applications. Video transcoding is an important research filed, which re-codes the coded video bitstreams, and converts the coded video to the format, which meets the various application requirements. As a key technique, transcoding techniques will be widely used in the Universal Multimedia Access (UMA) systems.Recently, video coding technology has greatly improved; several video coding standards have been issued and applied to different areas, such as H.264 and AVS. MPEG-2 video coding standard has been widely used in consumer electronics, such as digital television and DVD, and accumulated abundant program resources. And with the own intellectual property rights of China, AVS gets great national assistance, rapidly grows, and will must be widely applied in DTV or multimedia in the future. But as new borning, AVS has few program resources. So transcoding MPEG-2 resource to AVS format has become a new research issue in video area. In this paper, we exploited some research works on this MPEG-2 to AVS transcoding.This paper firstly reviewd the video transcoding techniques, then summarized the key technologies and differences of MPEG-2 and AVS. Base on these, we analyses the primal issues of MPEG-2 to AVS transcoder. More over, a fast intra prediction mode decision in DCT domain for MPEG-2 to AVS transcoding is proposed; and we give some P, B frame transcoding strategies. A real time MPEG-2 to AVS transcoder has been producted in C language.
