Advancement of computer technology, network and communication technology urge to the Call Center system for good service. Normal call center system an od carries into practice mainly by SPC exchange meeting CTI, which constitutes d lumping structure.The current administrative system performs mostly on a distributing tree structure, which doesn't tally entirely with odd processing in calling operation. Consequently, a call center system with distributing collaborative function will be operationally significant.The article describes a study of a system on the basis of distributing structure applicable to expressway management. Such system focuses on emergency call response and information counseling for highway drivers, a composition of an application system with prompt response and station-keeping abilities. The highway call center system can be applicable to wider management in tree structures.The new study by the author adopted SIP Protocol cluster for a construction of VoIP system on large network. On the basis of the current IP platform, a distributing call center system is established, avoiding some restrictions from traditional circuit exchange, especially from the cost, which figures out the access problem in distributing system and promotes the multiplex processing capacities.Expressway traffic runs continuously round the clock, forming a dynamic and uninterrupted flow. Its call center obtains timely dynamic data and completes an all-field round-the-clock management system. My design, a distributing highway call center system on SIP Protocol, was completed after a deep analysis and adoption out of VoIP technology and SIP Protocol.This research institutes a special code in a provincial or state expressway service system for arbitrary regional calling and timely regional response. Accordingly, rescue efficiency can be increased, communication expenses decreased and traffic information service stepped up. Meanwhile, in the study some new operational functions are presented, as well as the object function and model sourced from theories of operational research. In association with SIP Protocol and expressway network, a new model of highway distributing call center comes out of the prototype system. Moreover, relevant factors affecting the model are analyzed, and call-in phone locating on the route is concerned, so does the system security.
