Public test resource is the import technical support to ensure the social and economic sustained and healthy development and the technical security for industry administrative departments in charge of law enforcement. The establishment of the system of public test resource's sharing can achieve optimal allocation of public test resource, improve the efficiency in use of public test resource and avoid duplication investment of laboratories. This paper does deep study on modeling of Public Test Resource Sharing Multi-agent System (PTRS-MAS), the sharing method of PTRS-MAS and the realization of PTRS-MAS. The major work includes:(1) Introducing the Multi-Agent theory into the sharing of public test resource. This paper designs the agent model of test laboratory in the PTRS-MAS and the model of PTRS-MAS and gives the public testing resources sharing multi-agent system's organizational structure design.(2)The traditional contract model is improved by introducing test task expert. This paper especially focuses on the "expert value" which is used to divide the test task expert set, giving the definition and update rule of degree of self-confidence,degree of trusted and degree of success.(3)In order to avoid the error generated by expert weight, in this paper, the fuzzy comprehensive evaluation which is based on information entropy weight is used to value the bid books in contract coordination.(4)According to the task decompose problem in PTRS-MAS, This paper designs the knowledge kit and reasoning machine which is using to decompose test task.(5)This paper gives the realization of PTRS-MAS using J2EE and Web Services, including realization of fuzzy comprehensive evaluation, design of key collaboration database tables and the realization of agent's message based on SOAP and KQML.
