E-government In Building Communist Party Of China (CPC)

With the developing of Internet Technology,a network system which is high efficiency from information collection , information processing to information transmission and can sharing system for to solve business problems in high-quality ways is in needed. The traditional efficiency of government administration is relatively low, redundant administrative structure, and urgently need new information technology to solve these problems. To strengthen the informatization of government and administrative functions, the establishment of a comprehensive e-government system is the inevitable trend of social development.According to the spirit of the 17th delegate conference,keeping pace with the times and innovation,The Chinese Communist Party of Dadukou District of Chongqing have deep study of network system. By exploring the party's activities of the organization and working methods which reflects its own characteristics and innovating the new ideas and thoughts of the Party,an Open E-Government System is built and put into practice.This paper started with researching on the e-government system architecture,analysis the development of the e-government system and demonstrates the importance of the e-government in the administration management and the feasibility of its implementation. Depending on this,by the consideration of the demand of the system,many kinds of the system user case and the system database are designed and an open e-government system is built on .NET platform for the UML.In order to solve the problems of the administration co-existence in the system,the workflow method is introduced in this system. According to the workflow reference model,by analysis the administration process and designing the co-control strategies based on the model of the workflow ,it will be applied to the process of changing the party organization relations in administrative work and improve its efficiency. At the same time,for the characteristics of the distributed heterogeneous environment and the complexity of the setting authority,we have achieved the unification management for the platform user and the subsystem single sign-on,ensured the safety of the system management.The system is now put into application. It is running well and preliminarily achieves the design goal. ①The realization of the CPC-building in information technology, the platform can facilitate the management of CPC members, CPC organizations, CPC-people relationship, CPC activities and greatly improve the government's efficiency.②The revolution of the traditional CPC structure, CPC members can conveniently participate in organization activities by internet, pay member fee on the web, report ideology, do e-learning. It has greatly simplified the structure of the organization.The research result and design idea of this subject are very instructive and useful for the design of interrelated e-government system. And the research result is worthy to be spread and applied to applications such as e-Evacuation system, Land and Resources management system.
