Enhance China's capacity for independent innovation and make China an innovative country. This is the core of our national development strategy and a crucial link in enhancing the overall national strength. S&T departments have amount of information. On the one hand, Rich data provide support to government departments, on the other hand, it also brings challenge of data analysis.After several years, Shanxi S&T E-government has entered stepped on a new stage of deepening application. It has accumulated a large number of administrative information, events and other data resources. These rich data resources provide the necessary data basis for data mining and DSS. It can be said that data mining is a necessary step in which DSS develop from MIS.Based on the E-government system, DM can be used to mine the scientific investment, scientific human resources, scientific conditions, and other relevant data on the industrial economy. It also can be used to mine scientific strength and innovation of various area and industries. In addition, DM results can help decision-making on the allocation of resources, the construction of R&D program, the adjustment of industrial structure, the institutional innovations, etc.R&D program is this paper's object of study. DM results are as follows:1. Established Shanxi scientific indicators. By reading the relavant literature and analyzing the government's work report, Shanxi scientific indicators are established. The transformation from theoretical indicators to practical indicators is discussed.2. Established the scientific E-government data system. The needed data of decision-making process about scientific industry and departments, the needed data for public is integrated. The dynamic database is established.3. DM of rearch program. Based on scientific data system and indicators, the program data is mined. The methods conclud OLAP, correlation analysis, factor analysis, cluster analysis, etc. The problem and patterns about research program are founded and evaluated. Visualization of DM results is realized.The results can help the research program's evaluation, adjusting S&T resources in various field, improving efficiency of scientific funds, and to better the efficiency of S&T work. Ultimately, the efficiency of S&T decision-making is improved.
