Web service is self-included and self-described application program based on web. Nowadays more and more companies publish their applications as web services. Following the more deep application with web services, consumers'requirements of the service function and service quality become higher. The consumers'requirement of personal services and presence of grate amount of simple service produce a contradiction. The contradiction decides that web service composition is the current of the web service development.Web service composition bases on current web services resources and selects some web services with special function and combine them according consumers'requirement to produce a new service that has new function. It's obvious that web services compositions can use current software resources more effectively, economize the developing cost and improve the ability for repeated use. One important problem in web services is quality of service. Its goal is to get the web service with best quality of service that will execute in web service composition. The process of getting the service with best quality of service base on the collection and calculate to quality information.Firstly out content expatiates the basic of web service and service composition, compare and analyses some normal composition method. Then the following content analyses the QoS problems in service composition and provides a method to rule QoS standard values. The method include more attention about the current QoS standard values of web service array, and put the sequence number into ruling calculate. The article construct a dynamic and open QoS manage model. The model can update the QoS information of candidate web service and collect the QoS information from user. So the model has better ability to adapt the complex service composition environment. The model is also realized.
