The urban public traffic system is an important subsystem of the social economic system of a city, whose development level is not only a significant symbol of the national modernization, but also reflects the general economic strength of the country, the development of urban economy and the citizens'living standard directly as well.One that is with of our country urbanization constant to raise, population constant to increase, pressure increase too of city traffic. The concept of the intellectual traffic begins to be known and accepted by people in recent years. The construction of the urban public transportation system of our country is still on the primary stage with lagging behind management and the relatively low Informationization level. Setting up and optimizing Advanced Public Traffic System can improve the manage mental level of the urban public traffic system obviously, thus create more social benefit of the urban public traffic. At present, many domestic companies are doing research on the attemper and monitoring of buses. As confined with the conditions, the system has not received extensive application. In this thesis,a bus monitoring system is introduced briefly and great emphasis of this article is put on design and implementation of wireless video transmission system.Based on CDMA1X wireless network of China Unicom and the research of computer network technology,communication technology and multimedia technology,a good and convenient Numeric video monitoring system is proposed in this paper. This thesis expatiates the relative theories of video monitoring system such as motion video capture, data compression and real-time transport protocol. Then the network and software models are presentde. And analyses mobile streaming media Qos control strategy including mobile streaming media Qos research background, mobile streaming media Qos control strategy on the application level, and put forward a end-end Qos control strategy of mobile streaming media. H.264 video standard with high compression, good network adaptation and high error-resilience is studied. In the end, a video transmission system is proposed and implemented, which combines the above key techniques. The prototype consists of stream server as video content sender, which is responsible for data sending control and stream player as recerver, which is responsible for network detection and feedback.The author of this thesis participates in the design and implementation of video transmission in Bus Monitoring System. In order to finish this thesis, I arranges and summarizes the work done in researching and developing this system. This thesis specially discusses the key technique, work flow and the difficulties.
