With the rapid development of computer technology and the increasing popularity of Internet applications, the information construction of party system is increasingly accelerated pace. Local government agencies continue to improve information technology for the realization of e-document delivery and management provides a good platform, but the e-document from the date put into use has been faced with serious security problems on its network transmission, unable to prevent forgery, falsify, interception, fake, repudiation, acts. In the process of e-documents transmitted to resolve these security issues will facilitate better and faster development of e-government, therefore, how to ensure secure transmission of e-documents is a subject of great practical significance in the study.To solve this problem, by studying the basic theories of cryptography, the PKI digital, digital signature and digital envelope technology and the open source OpenSSL toolkit. Designed and implemented a PKI based digital certificate management, secure electronic official document transmission system. And the main research results are as follows:(1)Using server / client model design system, and puts forward secure transmission solutions, which base on special hardware encryption module and public key cryptosystems, a secure transmission protocol, used to support the system implementation.(2)System based on PKI structure, through digital certificates and smart electronic key (USB-Key) to achieve personal authentication. Used in the design and implementation of a two-tier authentication mechanism, not only ensure true and reliable registration system for users, but also solved the document transmission process of authentication problems.(3) System fully fusion symmetry encryption techniques and asymmetric cipher technology advantages, and uses the technology of digital signature to ensure the truthfulness, completeness and non-repudiation of electronic official documents, use digital envelopes technology to solve the problem of key distribution, thus achieve full protection of documents.
