With the development of Internet applications, the requirement to the quality of services has been increased and relative technology has been developed. As an important part of network management, service accounting has been developing as well. On a multi-services, multi-users network, service accounting is not merely a method by which providers charge users but also a mean to control users' behavior, help users consume network resource reasonably, and guarantee the operation of the whole network. A reasonable accounting mechanism could affect users' behavior effectively to direct network operation, guarantee network resource reasonable allocation, make sure that each service could achieve the promised quality and providers could gain most. So that, researching and exploring more and more reasonable service accounting modules to set up a favorable service operation environment becomes significant.On this background, this project analyzed and researched the service accounting mechanism on next generation Internet, and proposed a new accounting prolicy—A QoS-based Nonlinear Peak-Load Accounting Policy, which was suitable for next generation Internet services. Based on policy-based accounting, this mechanism integrated the advantages of content-based accounting, time-based accounting and traffic-based accounting, classified service phases as peak and notch phases, as traffic distribution, and charged within different phases. The implementation of QoS-based Nonlinear Peak-Load Accounting could change services' on-time prices dynamically to macro-control users' network behaviors with the price lever, adjust network traffic load, and guarantee most users' quality of service. At the mean time, it could increase the usage of network resource to raise the benefit of network providers. This mechanism could solve the contradictions between network congestion and promised QoS, costs and benefits, which cannot be solved with the traditional accounting mechanisms. Also, as a sub-project of "Research on CNGI QoS mechanism and key techniques and implementation of networking", this project designed and implemented the NP/SP accounting sub-systems of the CNGI QoS Management System, then tested and provided the result of system test as proof.At last main work, it stated shortcomings and improvement of this project, and summarized author's work and achievement during the Master's study.
