With the popularity of the Internet, the services have increased, in particular the multimedia. The growing demands need challengeable network topology and capacity. Because of the network bandwidth requirements and the growth of network applications, congestion control is more significant importance. In high-speed network, people expect data can be safely carried out as expeditiously as possible. This must take a certain strategy to avoid network congestion, to ensure that the network required for the smooth and guarantee quality of service.Simply speaking, in a moment when the arrival resources in the relevant node carrying capacity (traffic) more than the capacity of the network, then the resources of the nodes in the time has congestion. As many reasons for the congestion, thus resolving a result, the scheme also vary, but the more commonly used for the scheme based on the rate of congestion control scheme. Typical of the congestion control technologies, include the forward explicit congestion notification (FECN) and the backward explicit congestion notification (BECN). These two schemes in low-speed networks used in good effect, But in high-speed network systems can not completely solve the instability, that is, jitter (oscillation) problem. The amount if the dynamic jitter buffer is oscillating too large, the data packets are easily lost and therefore the stability of the congestion control scheme is very importantIn order to solve the TCP / IP network jitter problems, [31] proposed the idea of using the control theory, and [32], [33] was further expounded. However, these methods are usually based on different requirements of the network environment transform feedback control parameters to ensure stability of the system, the network hardware is bound to bring some inconvenience. In addressing fairness, bandwidth utilization and resolution of the jitter have positive significance.In this paper, we described a partial assessment of the frequency signal the method proposed TCP dynamic cycle of jitter measurement formula. Using different methods reasonable description of phase and frequency. These measurements would like to use effective to the network, through these ways to improve bandwidth utilization and solve the fairness in a reasonable way.
