Integrated Emergency Manage System, as a especial e-government, has become a symbol of modern urban construction of modernization. The processing procedures research of Integrated Emergency Manage System is a design basis of it. This paper started from the effective design of Integrated Emergency Manage System processing flow, analyze the necessary of establishing model to inspect the performance and bottleneck, which provided decision support for system requirements analysis and design.In order to this purpose, this paper starts from the design of business flow, was aimed at inspecting interrelated performance and finding out the bottleneck of system, so it establishes the model of system based on Colored Petri Nets in view of Integrated Emergency Manage System own characteristic, proposes one solution of system bottleneck, give the theory basis and the policy-making support for system flow analysis and design of system.The research background of Integrated Emergency Manage System is introduced firstly in this article. The research significance and main content are determined through the domestic and foreign present situation analysis of Integrated Emergency Manage System, the important of processing flow studies to its own and combine the principal characteristic of Colored Petri Nets; Then the correlation theories of Colored Petri Nets and the mature tool—CPN Tools which is used to have, to simulate and analyzes its model are elaborated in detail.; The operation flow of Integrated Emergency Manage System is carried on the analysis, gives the modeling principle of its processing flow using the Colored Petri Nets, establishes the overall flow and each sub-flow of system based on the modeling principle; It is followed closely to take the dispatch and trouble removal as a example, elaborate at length the modeling process of it and give the explanation of places and transitions in the model and its formalized definition. Finally the simulation analysis of dispatch and trouble removal flow is carried on taking advantage of CPN Tools, find out the main bottleneck affecting its performance, propose a corrective method to the bottleneck.How to describe the system operation flow using Colored Petri Nets, realize the model simulation analysis as well as solve the problem which is discovered in the simulation etc in the process of system flow modeling are three technical difficult problems, they are researched in the paper. This research provides a intended reference to the system's actual design, modeling and performance analytical study of other system making use of Colored Petri Nets.
