In recent years, with the continual increase of the demands and markets on wireless application, particularly with the development of 3G technology, Wireless Internet will gain an unprecedented development. Along with the development of the Wireless Internet, the styles which people learn have changed, from the traditional classroom teaching to the Internet-based E-learning until mobile learning. Using portable and mobile terminal, people can achieve the goal of learning at any time and at any place.To achieve the aim of learning at any time, at any place and universal access, the mobile search technology is used to mobile English learning. We design and realize the Mobile English Audio Cross Language Retrieval System. The system provides a lot of English listening material and text information which enable users to use mobile terminal to visit efficiently and promptly.This paper introduces the mobile learning theory, and analyzes the characteristics of mobile learning and the means of its realization. According to the achievement of characteristics of mobile terminals and mobile Internet, we design and implement the sentence-level English Audio Retrieval System to the mobile platform. The system uses inverted index technology to organize and store large numbers of English audio and text material, and uses vector space model to compute the similarity between sentences. Eventually, this system returns the maximum extent possible sentences to meet the requirements of particular users.The system is designed to achieve the Chinese-English cross language retrieval. After analysis of the query translation based cross-language information retrieval in various ways, we decide to implement the Chinese-English cross-language information retrieval based on the Chinese-English bilingual dictionary. Using the existing bilingual and monolingual dictionaries, we construct a new dictionary which is suitable for the system. We also implement a new dictionary lookup mechanism which supports fuzzy search. In the cross-language information retrieval system based on a bilingual dictionary, translated ambiguity is one of the problems to face. We conquer this through a technical disambiguation algorithms based on co-occurrence methods. Finally, it is the design and realization of the English Audio cross-language information retrieval system. Through a combination of WAP technology, the system faced to the mobile platform. Users can use a mobile terminal that supports WAP protocol to access the system, and retrieve English listening and text information conveniently and efficiently.
