With the development of global digital network, the Mongolian network resources have become more and more rich. However, the Mongolian network resources still exists some problems, such as unified character encodings, the sharing of information resources can not be achieved, which has seriously hampered the development of the Mongolian Internet and also brings a change for Mongolian Internet search engine technology. Nowadays the existing Mongolian Internet search engine still has many flaws in many aspects. And at the same time, because of the small number of Mongolian web site, the content of a single, slow updates, causing the search to the Mongolian network information resources are limited. So when the Mongolian Internet users to find resources, they have to choose other language search engine to find the website between English and Chinese in order to get useful information. But when the Mongolian users construct the search-type question, the subject of the differences between languages, the Mongolian user is difficult to accurately express their needs in foreign language, thus increasing the difficulty of access to information. In order to meet the current situation of Mongolian Internet development, the Mongolian and Chinese cross-language information retrieval system urgently need to be established.The Mongolian and Chinese cross-language information retrieval has many advantages. First, it can expand the scope of information search; second, it can access to online information quickly; third, it can ease the language barriers of ethnic people when they use the Internet. At last, it can also play a positive role in promoting the development of areas education and culture.In the realization of Mongolian and Chinese cross-language information retrieval, you can use the method based on machine translation system, corpus-based methods and dictionary-based approach, but all of them have a common defect. The defect is that during the conversion process in the query, the methods mentioned above only convert and match the characters simply, don't translate the characters on the semantic level. In order to make the Mongolian and Chinese cross-language information retrieval can translates characters on the semantic level, a semantic resources which supports Mongolian and Chinese cross-language information retrieval is urgently needed.This article focuses on building cross-language information retrieval for Mongolian and semantic dictionary, primarily through the following aspects of the work to be completed:(1) Take a cross-language information retrieval as a starting point, research and analysis of the cross-language information retrieval method and the relevant theories.(2) In order to provide a theoretical basis for constructing a Mongolian-Chinese semantic dictionary which orients cross-language information retrieval, study the ontology technology and its application in cross-language information retrieval.(3) Provide a design plan for constructing a Mongolian-Chinese semantic dictionary which orients cross-language information retrieval by using multiple language ontology technology. In this plan, it fully considers the concept of a semantic dictionary and how to express the relationship between the concepts. The expression of synonym terms'semantic relationship, the calculation of concept semantic similarity rate and its application in cross-language information retrieval also have been fully analyzed and studied in this plan. At last, take branch of computer technology to the concept of domain objects as start to build an experimental computer terminology Mongolia Chinese dictionary meaning.(4) Design and presents a Mongolian-Chinese semantic dictionary query methods which base on concept. The query raise to the conceptual level, semantic queries, returns results associated with the semantic (synonyms, upper, lower, etc.) related Mongolian concepts and corresponding terms.This work not only enriches the semantic dictionary construction method, as well as provides basic resources for Mongolian-Chinese cross-language information retrieval. It also plays a catalytic role in building of Mongolian language resources.
