With the official application of 3G network and the mobile multi-media business flourishingly developed, independent intellectual property rights regarding video compression technique are greatly needed for elevating the core competitiveness of our country, holding out the sustainable development of the related industries. In order to achieve the above goals, China Digital Audio-Video Coding Technique Standard Team established a new generation of mobile video compression technique standard called AVS-M, which is to provide video coding standard and specification to the rapidly developed wireless network and mobile facilities such as mobile phone. The scope goes from mutual memory media, broad-band video service, multi-media e-mail, multi-media service of grouping network, distant video monitoring, video conference to video phone and etc.This article goes deeply into the study of AVS-M video compression standard and the relating key techniques, pointing out the fact that now AVS-M is not as comprehensive as H.264, this article is based on comparisons made between H.264 and AVS-M, fixed slice size slicing techniques that H.264 has are picked up and applied into AVS, which are proceeded by experiments that what kind of packing method should be adopted by AVS-M under 3G channels. The main content of this article includes: 1. The RTP encapsulation of AVS-M. The structures and concepts vary a lot among different video coding standards, now there is no standard file of AVS-M over RTP. A new method to realize the proper AVS-M video RTP encapsulation is introduced herein. 2. Fixed slice size slicing will be distributed to the application of AVS-M. AVS only provides the method of fixed blocks slicing. However in 3G environment, packing of fixed slice size gives better flexibility. This slicing method is added into AVS-M herein In 3G channels, experiments were taken to look for the method of fixed blocks and fixed slice size, concluding the better packing methods under different slice distribution environments. 3. The error pattern under internet environment are not suitable for the pattern which went through the 3G packet loss channel, we considerd the intra refreshment algorithm based on rate-distortion optimization with losses and the fitures of 3G channel, then made experiments in AVS-M to prove that this algorithm can improve the PSNR.
