In some cases, constellations are required to visit any ground targets in the globe. It does not need continuous coverage, but just satisfying limits of certain revisit time and even temporal phases. So, in the case of limited cost, it is important of the research on the little constellation.Through learning the theory of satellite orbit and already research production, this paper has developed a software of design and simulation based on low-orbit constellation. It can design satellites and constellations to answer the demand, and run scenarios to simulate the constellation. According to gridding analysis, the software summarized the coverage performance and gained an optimal constellation. This constellation can visit any ground targets in the globe(with the exception of polar regions)dynamic and intermittently. It meets the demand that its max revisit time is less than one day and visit temporal phases are even.
