In the upcoming of 3G, the telecommunications industry has set our sights on a new killer service similar to SMS service in 2G to promote the development of the entire industry. During the past a few years, PoC (Push-to-talk over Cellular) service has aroused great concern in the industry. It is most likely to become a mobile data value-added business killer application from the perspective of application. Because PoC service achieves calls based on the data transmission capabilities provided by the mobile operators, mobile operators can increase network efficiency, data throughput. It can also provide the opportunities for mobile operators and service providers to explore new markets.PoC service is a typical network service in 3G network, and also a part of IMS (IP Multimedia Subsystem). It originates form Trunking Communication, supports both 1-1 communication and group communication based on half-duplex VoIP (Voice over Internet Protocol). It can be used rapidly and quickly to establish the point-to-point, point-to-multipoint communication in a team so that the information can be effective and timely shared, which is called push-to-talk. The original users of Trunking Communication are generally some special group users, but with the development of commercial, the intensification of global competition, this means of communication have been concerned and applied by mobile operators in a wide range.PoC service is a new voice service based on the mobile communication network. It also brings the IP-based multimedia applications to users, such as interactive games. Compared with the traditional voice services, the biggest difference is that the users always online. And the perfect coverage network is also a biggest feature different from the traditional Trunking Communication. As PoC service is based on mature GPRS network, it becomes possible for the communication of any two users in the global scope by the means of PoC service. At the same time, the simplicity of the establishment of session makes PoC an effective mean of communication.This article focuses on the design and implementation of PoC Client in PoC system. On the basis of deeply understanding of related standards published by OMA and IETF (Internet Engineering Task Force), it analyses the service requirements. After the divide and implementation of the software functions, some solutions to the key technology points are gived, and a whole practicable design of PoC Client forms. At last the design is implemented on the smartphone with the OS of Windows Mobile. At last, this article takes a test for the result of implementation of the PoC Client and makes a analysis, and also daws a conclusion for the whole work.The thesis comprises five parts. In the first chapter, we firstly introduce the concepts of PoC and the Windows Mobile OS, and then propose a brief presentation of the researches on stardards and specifications of PoC system. The objective of our research is described at the end of this chapter. In chapter two, we analyse and classify the functions of PoC Client and illustrate several protocols or stadards need in the implementation. In the third chapter, the PoC Client is devided into many parts on the basis of the analysis in chapter two. We also analyze each module in the architecture and propose the details of design and implementation. Chapter four specifies several key issues in PoC Client designing, and provides the solution for them. The fifth chapter illustrates the tests and analysiss of the PoC Client on the sides of functional and non-functional.The sixth chapter includes the conclusions of the study and our future work.
