Telecommunication payment is one of the important services a telecommunication operator provides to its clients, and is also a crucial element in the operation of a telecommunications operator. Currently, in Zhejiang Telecom, various local branch companies have their own TP (Telephone Pay) systems, but the cards distributed by them are limited to use within their respective local networks. There is lack of a telephone pay card that is universally accepted around the whole province. This has affected the efficiency of the operation in terms of sales, promotional activities at a provincial level, and multi-transaction payment.In this article, a solution is presented with regard to the creation of a province-wide telephone pay card service, which enables the Zhejiang Telecom's clients within the whole province to use a universal telephone pay card to pay for various telecommunication products and services. This platform collects, facilitates and distributes the charge and payment requests from clients of different districts and cities within the province, who use a province-wide universal telephone pay card, to existing various local TP platforms. It fully utilizes the service flow of existing platforms to carry out the charge and payment function of the province-wide universal TP card, so as to pay for various telecommunication products and services. The platform also provides comprehensive functions such as business management and statistical analysis to enable the operator to timely understand the condition of the TP service within the province and hence effectively promote the operation efficiency.The scheme planned in this paper has been completely implemented. The whole system has been put into business operation with the maximum system capacity of over 40 million cards per year and the maximum processing capability of 100 concurrent charge request at a moment, while the average feedback time of each request procession is less than 1 second as well as the average feedback time of each inquiry or statistics request. The system support 7X24 running without a break and new Intelligent Networks access point can be added without stopping the system operation.
