Radar counterwork is still the main content of scrambling for electromagnetism in the modern war. With the development of comprehensive electronic interference, single radar cannot antagonize the electronic counterwork system; more development in the stealthing technique of aircraft and low altitude aviation technique have also restricted the obtain of radar information; anti-radiation weapon even threatens the survival of radar. All those "four threats" have promoted the development and application of radar network technique. The evaluation on the effectiveness the "four countering" can offer basis for drafting the project of network organizing technique, this has become a hot topic in the field of military at home and abroad.In this paper, by referring to the advanced fruit in the field of networked radar and combining the reality of army training at present, The author has analyzed qualifiedly the advantages and mechanism of anti-jamming capability, anti-stealthing capability, anti-radiation destroy capability and the anti low-altitude capability, then the index of the evaluation on four countering techniques has been set up. Relevant mathematical model has been established too. As or anti-jamming, this paper analyzed the advantages of anti-jamming, further establishes the pre-guard distance model of radar network, the index model of anti-interference suppression ratio has also been illustrated. In the aspect of anti-stealthing, basing on the analysis of the mechanism of anti-concealing, this paper has studied the syncretizing discovering ratio of radar network; in anti-counter radiation destruct, this paper established the mathematic model of multi-radar anti-destruct effectiveness as well as the anti-destruct effectiveness of multi-basement radar ; in anti-defending of low altitude, the syncretizing discovering ratio of network organizing radar toward low altitude goals is explored and the mathematical model of pre-motor capacity of lowland blind compensation ; lastly, the various computering projects aimed at the training case are reasoned basing from the established index model, this provides basis for evaluation and selection of the right and the wrong in net-organizing project.
