Since 1990s, the Internet and broadband have been more embedded in people's lives than ever before. User-created content (such as homepages, blogs, online video sites and social networking sites etc.) is developing rapidly. The digital technology not only enable users more freedom to create and communicate information, but also makes the public to share the intellectual treasure freely. Copyright protection is not enough to satisfy the owners themselves and the public. Copyleft begins to appear which calls for the change and development of traditional copyright law.To gain the spirit of copyright law-keep the balance of interests between copyright owners and the public, the author proposes to build a self-determination legal system on the basis of a High-Trust Society. And this legal system is rooted from the Balance of Interests Theory. The copyright crisis of Wikipedia is chosen as a typical case study to explain why the legal system should be built. Further, an integrative regulatory model, which emphasizes both copyright production and copyleft, including different social factors is designed. Through these, the copyright law in our country can be more suitable to the digital time. Today the Copyright industries, even the whole intellectual property industry, are now playing an increasing role in the growth of one country's economics. It can create great commercial interests when producing intellectual property. This is one of the most powerful drivers in the development of a country. So the country should realign the regulatory regimes to make the copyright industries run much healthier and satisfy the Interests of all in the society at the same time. In this way, the country can become more creative and advanced.
