As China's economic restructuring is further deepened, the reform policies of national medical insurance have been introduced in order to improve the social security system continuously. The improvement of medical insurance, as well as the expansion of its coverage people and business needs an effective support for medical insurance system. Capinfo Company limited is in charge of Beijing Medical Insurance Information system's development which is commissioned by the municipal government, and develops it in the terms of "overall service outsourcing".Beijing publicly-funded health care system is a large branch of Beijing medical insurance system which contains many subsystems. This paper mainly deals with Public health services manual reimbursement system and Publicly-funded medical and hospitalization system.Beijing public health services manual reimbursement system is developed by Capinfo Company limited, which completes the function of costs reimbursed for health care staff that uploads the expenses in the hospital. Therefore, it is a typical distributed application system. The original DOS system involves two sets of software which was developed by two companies. Both of them can't implement the electronic data file, data exchange and transmission. In addition, it still needs the original manual report forms and artificial record, so the reimbursement data can not be summed up in the new system. According to the requirements of the Beijing Municipal Health Insurance Center, the new system will be based on the original DOS system, adopts NET 2005 platform for the development and complements the function of single version and network version for the manual reimbursement. At the same time, the new system will improve the service of the statistics, query and analysis in the network edition that the original version does not have.Publicly-funded medical and hospitalization subsystem is to resolve the reimbursement of hospital expenses. In order to improve the safety of this system, the customer requires the system to offer a new login solution which contains general login model and UsbKey login model. The research of this paper focused on analyzing "Beijing Public health services manual reimbursement system software specification" offered by Capinfo Company limited, discussing the solution for designing Public health services manual reimbursement system, and researching the .NET platform distributed technology. We adopt UML (unified modeling language) to establish the model for this system and analyze the reason why we use .NET Remoting architecture and the logical structure of this system. In the end, the paper analyzes and designs the login solution for Publicly-funded medical and hospitalization system, introduces UsbKey technology, SOAP encryption technology and Web Services Enhancements, and implements the system login solution according to the user's requirement.Beijing public health services manual reimbursement system that the paper researches and develops has been tested and attained the anticipated goal. It improves many functions which original DOS system does not have, offers friendly operating environment, and improve the efficiency of the company.
