High speed power line communication(PLC) network supported by low voltage distribution network can disturbance shortwave communication probably by radiating electromagnetic wave when its operation. So, a proper radiation limit should be made for EMC. In this paper, the relation between electric field and magnetic field near PLC network in free space was studied by simulation software NEC that based on MOM. The conclusion is: around PLC network there is no analytical expression between electric field and magnetic field, the relation is controlled by spatial current distribution. For the characteristics of near field measurement, the applicability of whip antenna, loop antenna prescribed by CISPR16 was studied in the following simulation, mainly through coupling and phasic inequality in PLC network's near field measurement by simulation software FEKO. The conclusion that drown from the study is: loop antenna is more suitable than whip antenna in PLC network's near field measurement. Considering non-TEM wave in near field, a method for field strength measurement was proposed based on polarization decomposition. In the further study for near field coupling, a standard of neglecting the coupling was suggested, and the measurement distance was proposed as a suggestion at last by analysing the electromagnetic wave propagation and channel noise.
