Approval by customer depends on not only perfect internal management but also the external goodw ill, which is the quality assurance.Quality control of construction project is a system control engineering, which includes from process quality to subdivisional project quality, partitioned project quality and unit project quality. In other words, it is a whole system process, which begins from quality control process of raw material input to engineering comleteness. In the process, how to control the construction quality is a challenge to any construction enterprise for development.In the construction, there are many environment factors impacting on the quality of the project, such as engineering technology environment including engineering geology, hydrogeology and whether, engineering management environment including quality assurance system and quality control system, and work environment including labor integration, working place and working face. Secondly, the human factors impacting on the quality of the project can not be ignored. human is the creator of quality, which means that the human factor is the core and key to the quality control. And human error should be avoid to assure the quality. So it is necessary to strengthen the education of ideology and politics, the education of labor discipline, the education of professional ethics, and the training of special Technical Skills. It is necessary to establish the job responsibility system, and improve working conditions. In addition to inspiring up the working enthusiasm by fair means, according to project characteristic we should control the use of people in many ways to assure the quality of project, such as level of technical skill, physiological defects, psychosocial behavior, and wrong doing.Thirdly, material is the condition of construction, which means that construction would not proceed if there is no material. The material quality is the base of engineering quality, and if the material could not meet the requirement the engineering would not meet the requirement, then would not reach the expecting effect. So there are a lot of things to do to control the quality of material, such as strict inspection and acceptance, proper use, establishment of management stand-books, and technical management of receiving, sending, storing and shipping to avoid the unqualified material applying into engineering. In a word, strengthening the control of material quality is the guarantee of engineering quality, and is the premise of normal construction.In the process of material control, the first thing to do is to grasp the information of material quality, price, and supply capability, A good supplier would assure material resource, which then would assure the engineering quality and reduce the cost. The second thing to do is to strengthen shipping and storing, and to perfect the management of construction site, which would avoid material loss and deterioration. The third thing to do is to strengthen inspection and acceptance, which means that it is necessary to check the certification of material to avoid unqualified material.The control of construction scheme, construction techniques, construction management plan, and construction technical measures must be right. The construction scheme to be made must consider the fact of engineering, which must solve the problem of construction. It should be considered in many ways, such as technology, plan, management, and cost, which would make it practical technically and would be favor for improving the quality of engineering, accelerating the construction speed, and reducing the costs.Finally, construction machine can not be ignored, which is the physical basis of modern construction, and is an important factor to construction speed and quality. So the choice of construction machine must consider the condition of construction site, building structure style, mechanical capacity, construction techniques, construction plan and management, and construction cost. And compared to many kinds of schemes, choose the best one which make the machine combined appropriately. So it is necessary to establish or improve the systems, including fixed machine fixed worker system, prior certification system, job responsibility system, shift relief system, technical maintenance system, safe use system, equipment check system, and so on. The above systems would assure the machines in good condition, which would take full advantage of them, and assure the quality of engineering.The quality is the result of continuous construction, but not eventually forming. So it must check the engineering in every process or before, not only eventually inspect and accept. And it requires that we should analyze the project in advance, find the weakness, proposes measures, and take measures. Strengthen the quality control by the implementation of crucial prevention.For the quality control, preparation for the construction applies to the whole process of construction. quality can not assure, if there is poor preparation in advance, and if there is poor control in the process of construction or after finishing. That safety is first is from the standpoint of protection of production factors, and that quality is first is from the standpoint of the result of producing. So safety serves quality, and assures quality. It is necessary to protect staggered results when construction is under way. Otherwise it may be destroyed, or even beyond repair. So action must be taken to protect finished production, for instance, logical construction technics should be planed, and inspection of protection of production should be strengthened.In conclusion, the application of project management in quality control is discussed in this paper. On this basis the laws of implementation of quality management of construction project and a practicable method of quality management is put forward. Consequently theory system of construction management is developed, which can provide theoretical guidance for construction practice. |
