With the explosively grow of bandwidth requirements and breakthroughs in transmission technologies, the current optical-transmitting-and-electrical-switching optical network, is evolving into an all-optical transporting system with optical transmitting and optical switching. Compared with other proposed optical switching techniques, the Optical Burst Switching (OBS) attracts more attention for its packet-based traffics supporting capability and technological feasibility, which is regarded as a promising solution for supporting high-speed bursty data traffic. In OBS networks, the control plane, working in the electrical domain, is separated from the optical transport plane in the wavelength used, and the end-to-end all-optical data transport is realized by using such techniques as traffic convergence, data burst assembly, one-way resource reservation etc. However, the one-way resource reservation scheme may result in data bursts losses and congestions at core nodes. This paper proposed a rate-based congestion control scheme based on studying available congestion control schemes in OBS network. In this rate-based congestion control scheme, Edge nodes monitor congestion situations by periodically sending and receiving rate management packets (RMP), and adjust the sending rate accordingly in order to avoid congestions. Simulation results are also presented to show the performance of the above-mentioned scheme.
