During the build of the current information engineering in many enterprises, facing a series of core business issues,such as resource sharing, security control, operational synergies and integration. Because XML is open, self-descriptive and platform independence, so it has been called "the ASCII code on the Web", recently has become the standards of science and business applications in data expression, as well as the standards of data exchange between enterprises and the application. At the same time, the Web access means based on HTTP has become the mainstream.This paper took a city government departments to share the registration and management information of enterprises as an example, relying on the Web presented a data exchange solution by XML document as an intermediary method, designed the XML-based data exchange framework and proposed XML-based data exchange model. At the same time studied the safety of data transmissin, analyzed the RSA, DES encryption algorithm, presented the encryption methods in the completion of the process of data exchange to meet the need of information sharing and data security between the various functional departments.In this paper, at first, analyzed the current "information isolated island" faced by enterprises and institutions, and the need of the connection, data exchange and data sharing between the different databases for the various functional departments,which put forward the technological innovation ideas in this paper. And then analyzed the design goals of the data exchange model, constructed its framework. In the framework of each node done a complete functional design, and detailed analysis of the entire data exchange system workflow. Then took the data exchange between industry and commerce, taxation departments as the background, using the Java language to realize the data exchange platform. Finally, the paper introduced data encryption and decryption and realized them.The main features of this paper is: nothing to do with the platform, this system can be compatible with the majority of software and hardware used by the platform, as well as various database platform, shielding the differences of hardware and software platform such as network, operating systems, databases, application systems and so on, so that enterprises and institutions could achieve seamless, transparent data exchange through data exchange system; Java technology used to develop the system transplantability; using data exchange center to achieve centralized data processing, different data format conversion, increased system scalability; from data transmission, authentication, access control, encryption and more news content log-class areas enhanced data exchange system security; using DES and RSA algorithm , increased the confidentiality of data transmission; create WrapperTimer category achieved data transmission timing implementation and reduce the dependence on artificial.This paper seeks to put forward an design methods for heterogeneous platform to exchange data.
