As the development of the telecommunications technology and IP network , the traditional PSTN network has appeared that the framework is so complex that it is difficult to be united with IP network ,and it is difficult to use new business , and the cost is expensive to maintenance. At present, the NGN technology is developing rapidly, Softswitch equipment for NGN providding a real-time requirements of the business calling control and connection control function is the core of NGN, and plays an increasingly important role. However, because Softswitch network is a new multi-service network while equipment is different from the traditional telecommunication equipment . Therefore, how to manage effective, convenient Softswitch network and enables it to display a bigger benefit is a question which the telecommunication operator urgent needs to answer.The paper firstly introduced the Softswitch network's architecture and the function, elaborated the SNMP correlation theories knowledge, and discussed JMX (Java Management extension) and Sun Corporation's JDMK (Java Dynamic Management Kit). Based on SNMP network management theory, combined with HSP (SIP Proxy support H.323) soft-switched networks actual circumstances of Shanghai Waygoing Network Communication Technology Co., Ltd., this paper proposes a three-tier architecture of soft-switching network management model. The model learned from the traditional network management systems-client / server two-tier structure, is comprise of three-tier structure which are the Web server, network management system and network management agents. According to this model, this paper designs and implements the HSP soft-switching network management system by JDMK technology. Because the Java Applet running on the Web client communicates with the Java application running on the server-side, network managers can easily manage the security and configuration functions through Web browser, meanwhile, accomplish the performance management and fault management capabilities by the server-side Java application. In addition, the system can also analysis the collected performance data, and vividly display the user-exchange system status and communication performance through Applet. Finally, the paper summarizes the main work, and pointed out the content for further study.
