Telecommunication Dispatching System has an important function of the application in the factories and mines enterprises, power systems department, and social sector. Especially, small capacity, high-performance Telecommunication Dispatching System has better market prospects. In this thesis, a new small capacity, high-performance Telecommunication Dispatching System is designed and developed.The thesis provides the construction and the solution of a new Telecommunication Dispatch System. The Telecommunication Dispatching System, using the Digital signal processing technology to produce and identify large numbers of voice signals in exchange system, instead of the previous dedicated voice signal processing chips, reduced cost and improved performance; Using high-performance PC/104 modules as main processor, increasing the information processing capabilities of exchange system, and facilitating update in the future; using the PHS(Personal Handset System) wireless communication system as the Telecommunication Dispatching System's wireless communication subsystem, supporting PHS note function with the help of note center server.In this thesis, the Telecommunication Dispatching System's control center is designed and developed. The VxWorks real-time operating system is used to ensure the stability and reliability of the system. Given the standard ISDN agreements without the support of the dispatching function, the call group concept is introduced to support of the dispatching function of PHS user.Base on hardware platform of the Telecommunication Dispatching System, VxWorks BSP is developed as well as network card driver and DOC driver in VxWorks driver architecture. According to the characteristics of PHS communications stack, HDLC driver is realized in the non-standard driver model of VxWorks, ensuring efficient communication.The Telecommunication Dispatching System, using the latest digital switching technology, with rich dispatch functions, flexible network, variety interface, low power consume, convenient maintenance and management, is suitable for all types of enterprises and institutions, who need Telecommunication Dispatching System.
