The focus of this research is the signifying practice of international news discourse. Realizing that a blur in a reader's media awareness and cognition structure may be formed if they tend to flow with the media tide with the cost that the ideal interplay between encoding and decoding performances is no longer balanced any more, this research try to show a critical approach of discourse analysis to solve the problem and help building participator's media literacy in the long run.Any piece of news report covering global events, as texts convey meanings through linguistic signs and symbols always do, leaves certain spaces for media interpretations. Therefore countries taking part in the global news discourse all desperately wants to hold the interpretation authority of global events, as implied in the news discourse if one read between lines.Therefore the author first trace off the disciplinary power entrusted media texts by the format of international new as well as the factors that determine the reporters' selection of materials and angles, which together formed the international news conventions. Followed with a case study of interactions between participators, China and United States to be specific, which are two of the mostly reported countries and events between whom would instantly become global issues, Finally, from a Chinese media's view, the research went on a self introspect course, citing China Features as an example to show the dos- and-don'ts, taking into account the situation that the international public is not always contend with what Chinese media got to offer.The ultimate purpose of this research is to show the significance of a proper decoding before one could resist the temptation of the presuppositions set in a piece of news report, especially at times like the post 9-11 era. When here and there readers witness exaggeration or understatement, and varied figure of speech, they are risking their trust in media for preaching, publicizing and propagating. Therefore, what should be called upon all readers of any piece of news report, domestic or foreign, is a critical point of view in order to grasp what the media shows, meanwhile discern to what conclusion it tends to lead you.
