Identity Mangement (IDM) comes with the challenge of the multi-dimensional large scale network-centric service enviroment. Federated Identity Management and relevant standards become the renovation trend.Federated Identity Management (FIM) provides whole life-cycle management through binding the user's digital identifier with the security/management policy. Identification, authorization and accountability integrate in one infrastructure framework. It reduces the cost of managing user's identity, attributes and other credentials, improves the security and privacy protection, makes it easier to share information cross domain, etc. Researching work on IDM now are mainly focusing on Enterprise level Solutions and for common network environment.This model of Multi-Level Cross-Domain Federated Identity Management System gives us a solution to protect user's identity information and at the same time more flexible for users to use some of them. This model envolves Multi-Level part, Cross-Domain part and Federation part as its core infrastructure and gives us a sketch about the next generation trusted framework of the network establishing. It solves the problems of anti-attack or anti-phishing, establishing trust inter CoT or Federation successfully. It covers the demand of information security and resources protection according to different management and protection levels in a more sensitive enviroment with these special requirments, and also shows the trend of identity authentication, access control and supplying service via network environment.
