With the rapid development of information and communication technology, people attach more importance to the information security. Cipher technology is the core of message security technology. In the cipher algorithm, IDEA and ECC are algorithms with higher security.In this paper,the grouping of IDEA is expanded from 64bit to 128 bit.The designing idea of IDEA changes from mixed algorithm based on from alien group to alien group and semigroup. IDEA cipher algorithm is improved. Based on this,the sub-key is changed from 16 bit integer to 32 bit integer.The sub-key's production method is improved and test result has been given which carried on under the java environment. With IDEA and ECC,a mixed encryption scheme is put forward.Collecting one-time pad idea and digital signature technology,the scheme has the advantages of unfixed key position,higher security and so on.
