Along with the progress of information technology and the rapid development of Internet, the digital library arises at the historic moment. The digital library changes the information storage, the processing, the management and the usage of traditional ways, with the aid of effective using and sharing of the information resources such as network environment, high performance computer and so on. After the Internet resources become the main body of the library resources, some of Internet's fundamental question becomes the basic topic during the digital library's construction.Network congestion as the difficult problem that puzzles the Internet for a long time, also becomes the difficult problem of the digital library along with the reasons of the library user's quantity, the service content's rapid inflation, the multimedia technology's widespread application and the computer virus's flooding and so on. Studies the better network modeling and the congestion control algorithm, raises the utilization of the network, provides a higher quality service to a user, has become the hot spot of the digital library's current research.The paper has analyzed the produced reason and the influence of the network congestion. Discussed the current congestion control algorithm: based on end TCP control algorithm, such as: Tahoe, Reno, NewReno, SACK, Vegas and so on; based on middle point IP congestion control strategy, including: the queue schedule and the queue management, mainly introduced the active queue management. Simply introduced the Opnet simulation tool, and introduced the Opnet modeling method with a network example. Finally, used the Opnet simulation software in the Jinan University Library network optimization process, through increases the QOS mechanism in the router, reduced response time of the database inquires, enhanced the efficiency.This article's viewpoint using in the Jinan University Library network optimization process, has produced the good results to the library network.
