The distance education is the product of the development of computer and network technology, especially the wide use of internet. The application of computer network technology has made the distance education one of most popular software industry. This paper aims to research and develop a remote test system which is the important part of the remote education.Through the analysis of some test system characteristics and comprehension of large amount of references, a distance exam program is developed which is based on internet environment and unlimited by the region. The scheme can realize the organization of test, the control exam process, production and management of test paper. The approach how to research and develop the system has been described from the view of software technology. The paper emphasizes on the structure and function of the system, the design of the data structure. The key technology and the important algorithmic have been given. Because the distance test system calls for higher safety, the safety technology with multi-levels is used in the test design and implementation, such as visit control, data encryption etc. In addition, other key technology in exam system such as the test paper production.The distance test system provides a useful tool for examining the distance education and is helpful for making distance education modernization and popularization.
